Betania Allo operates at an intersection that very few practitioners occupy: she can engineer a control system, draft the regulatory framework that governs it, and advise the sovereign entity responsible for deploying it. That combination is the product of a career built deliberately across law, engineering, and international security.
Her academic formation spans doctoral studiies in cybersecurity engineering at George Washington University, Harvard, where she completed her master’s in international relations and policy, and law degrees from Argentina (JD), Syracuse (LLM), and Spain. She speaks five languages and has worked across four continents.
Professionally, she has held director-level cybersecurity authority at NEOM, senior advisory roles at the UN Security Council, UNODC, and UNOCT, and strategic positions at the Organization of American States. She currently leads the AI, TMT and Privacy practice at Legal Tracks in Riyadh and advises sovereign institutions on AI governance architecture and regulation through BA Consulting. She’s also the founder of startups in blockchain and AI: Takapool, OpenContracts, SegurApp, EsPosta, and multiple RegTech solutions
Her proprietary methodology, the Intelligent Control Stack, reframes AI governance as control engineering: a five-layer sovereign control plane that governs adaptive systems in production, satisfies multi-framework regulatory obligations through a single instrumentation architecture, and gives boards and regulators verifiable evidence of accountability rather than narrative assurance.
She is a board member, Security Middle East Ambassador, recognised among the Top 40 Under 40 in Cybersecurity, and is currently completing two books: one on cybersecurity failures and geopolitics, and an executive-facing treatment of sovereign AI governance.
